[Air_Ground] Approved APIMS from AEEC Mid-Term

I've attached the notification of the seven ARINC Project Initiation/Modification (APIMs) approved by the AEEC Executive Committee at the October 20, 2022, AEEC Mid-Term Meeting. The scope and schedule for each project are defined within each APIM and attached to the AEEC Reference letter.
