Hello Paul,

Just for information but it is only a minor change: Arnaud has provided a new figure for section 3 introduction (attached)
We still plan to add some additional text for security aspects in the coming weeks (before the next F2F) and objective is also to try to solve all the remaining comments in section 3 by the meeting (except the sections on end-to-end considerations that still need work).

Dear Paul

I attach an updated version for section 1 of the report to cover the two actions for ECTL from the December meeting.

I have accepted the past revision marked changes (with the exception of the editor's notes needed to be checked at the end of the drafting ) and new text is also revision marked to make easier the identification. Mike, as originator of the suggestions, let me know if you think the changes are covering what was expected.

I propose that if we have time tomorrow, I present the new elements and we ask for comments. Danny let me know if there are any INMARSAT comments.
