I can't be there due to costs.  But here is what we did for ICAO last fall for the Concept of Operations and the Conceptual Design of a new global infrastructure for ATM/ATC communications.  It will also work for drones, air sports, and space craft.

A few points:

- easy to begin implementations with

- transitions are at the operators pace

- AAtS could begin operating in less than a year as aircraft equipped with a data link of any kind could join.

- ANSPs can also transition to it at their own pace

- It allows ANSPs and aircraft operator to continue to use their legacy systems via a simple, secure "exchange point".
