The attached file contains the "merged" PP858 document - Sections 1, 2, 3, 6, Attachments 1, 2, 3, 4, and Appendix B - for review during the 12-Nov telecon.  The document is also posted on the AEEC IPS SharePoint.
Thanks to Tim (Thales) and Michal (HON), this version contains significant updates to the QoS section, 3.3.5.  And thanks to Jonathan (C-IMS) for new Care of Address material in Section 3.3.4.1.2.

For the telecon, the plan is to review the updated QoS material, as well as Sections 3.5 thru 3.7, which we did have a chance to cover during the last meeting.
