[ISS] Strawman for ARINC 768A

Please find attached a PDF copy of the ARINC Project Paper 768A: Second Generation Integrated Surveillance System (2G ISS) Strawman which was introduced on the ISS web conference yesterday (February 6, 2020).

There is a short cover letter attached to the beginning of the document explaining its purpose and authorization.

Please feel free to use this document as a base for any additions, deletions, or updates that you see fit.  These can then be discussed at upcoming meetings.

Thank you for your volunteering in this endeavor, and I look forward to meeting you at the face-to-face meeting March 17-20 in Phoenix, AZ, and continuing work on this in the future.
