I have been meaning to write the attached discussion paper since returning from my last IFPP meeting in Copenhagen at the end of March this year.  Something else always seemed to get in the way.

I am hoping that there was be some time at the end of your scheduled papers for the group to have a look at this one.  It is more than just due-diligence for me to get this to you, I really am concerned with this one.
