I have not yet seen a Gander or a Shanwick AIC on this topic, but I expect both ANSPs will issue one.

As you can see, paragraph 5c of the FAA NOTAM addresses the "Hxxyy" points.  We expect these to supplant the "Nxxyy" points, both in aircraft navigation databases and on operational flight plans.  This step, we believe, is an essential program to mitigate the occurrence of navigational errors.  We coordinated this language widely, to include with IATA, Jeppesen, Lido and NavTech, before issuing the NOTAM.  The NOTAM references the trial start date, 12 November 2015, and notes that the alternate format waypoints could be made available beginning AIRAC 1510 which is 17 September 2015.

If you need further support from the FAA to enact the required changes, please advise.  Thanks!

Haven't seen any responses from the full time people.  Here is my "contractors" view of the situation.

The issue of waypoint naming/identification in the NAT has surfaced as a result of the plans to introduce RLatSM in the NAT in November of this year.  Based on a "learning experience" that happened last year, the human factors issues regarding waypoints identifiers in the NAT that were separated by only 30 minutes of latitude have come to light and need to be addressed.

A waypoint at  50 00.0N 40 00.0W would have an ARINC identifier of 5040N.
A waypoint at 50 30.0N 40 00.0W would have an ARINC identifier of N5040.

This mere shifting of the character "N"  from back to front of the string was deemed too much of a human factors issue in such a safety related situation to be satisfactory.

After many meetings, reviewing many different options, and tons of discussion, the ICAO group responsible for ensuring a safe and successful implementation of RLatSM in the NAT made a request to the ARINC 424 Working Group to change the convention found in paragraph 7.2.5 of ARINC 424 for half degree of latitude waypoints, using the character "H" instead of "N" for the NAT Region.  The Working Group did not accept the proposal for a number of different reasons.  One of them was the "regional" nature of the proposal.

After the navigation database working group declined to make the suggested change, the ANSPs responsible for the NAT decided to issue a common language Aeronautical Information Circular (AIC) requesting that data suppliers not use the ARINC 424 7.2.5 convention for the region but rather the convention they proposed using the character "H".  I do not know if the AICs have been issued yet.

The data suppliers, including Jeppesen,  have indicated to the ICAO group that if the Circular is issued, they will comply with the request.  Part of the compliance by Jeppesen will be a change to a routine in the flight plan generation software used by the Jeppesen.  The routine current generates waypoint identifiers based on the ARINC 424 7.2.5 convention when the input is full coordinate expressions (similar to above).  It will be changed to using the "H" character - assuming the "official request" through the AIC is received for the NAT half degree of latitude waypoints.

So while there is a plan to comply, until the official request is received, Jeppesen will continue to use the industry standard ARINC 424 convention.

Good afternoon, after attending a meeting with the FAA last week, I was told Jeppesen was working on a Half Lat waypoint package for the North Atlantic?

ARINC 424 naming convention has not changed and a Half Lat waypoint in the North Atlantic should start with the "N"  ie N4050.

The FAA and the industry have asked for the Half degree points to start with an "H".

Can you let me know Jeppesens plan for these Half degree points.  It needs to be standardizes throughout the NATS.
