Good afternoon Sam,

I have already received comments from Martin Zillig on our Working Paper #11 Rev 3.  To try to resolve these comments quickly, I have made a revision 4 (attached) of the Garmin Working Paper #11 in the hopes that this answers Martin's comments.  This is the revision of my proposal that I plan to present to the NDB working group tomorrow so I would appreciate it if you could forward it to the group.

The comments are marked as resolved in the attached Word document for those people who want to see a high level summary of the changes I made.
