[NDB] Working Papers and Agenda

Hello All:

Attached are two updated proposals from Garmin, Working Paper 24 and 25.  Garmin updated the proposal based on early feedback.

Additionally Lufthansa System FlightNav has submitted one more working paper, Number 30.  Please review the attached working paper.

Furthermore I have attached the agenda.  Please note on Monday morning the group will prioritize the working papers so the order in which they appear in the table will change.
