Attached are my updated working papers 22, 25 & 28.

  *   Working Paper 22, Rev 2: Matches the changes which were 'accepted as modified' in the today's meeting
  *   Working Paper 25, Rev 3: Homework changes to convert this to a new Military Indicator
  *   Working Paper 28, Rev 1: Homework changes to reduce the legacy changes to just the additional sectorization & XML changes
