[NDB] Update XML

Those that have download latest ARINC Specification 424-23 from the ARINC Store, an updated XML schemas have been uploaded.

Two bugs were found in the official release of 424-23 XML schemas.  The issue is as follows: The ProcedureRoute fields are pointing to the wrong fields.  They should be "type:ProcedureDesignAircraftCategories" instead of "enum:ProcedureCategory" and "type:ProcedureDesignAircraftTypes" instead of "enum:ProcedureType".

This bug has been corrected and new 424-23 XML Schemas placed on the ARINC Store.
