[XPDR] Traffic Surveillance - Current APIMs

Attached please find copies of the current APIMs which were approved at the AEEC Mid-Term last week.
These APIMs will govern our work up to the completion of the relevant specifications.
I have also uploaded copies of these APIMs to the Microsoft Teams Traffic Surveillance site in the Files area under APIMs.  They are located in the folder "Current APIMs".
