[XPDR] 718A Update for Review

Please find attached the latest version of 718A which we reviewed at the Traffic Surveillance meeting today, Friday, October 22, 2021.
We have discussed and inserted edits up to the beginning of Attachment 3.
There are 64 comments left to address in this version.
Please note that there are also comments that have yet to be reviewed in the Microsoft Teams ARINC Traffic Surveillance Subcommittee Team.  They are located in the Files section of ARINC 718A in the "718A Comments" folder.
Also, the attached currently updated document is in the Microsoft Teams ARINC Traffic Surveillance Subcommittee Team.  It is in the ARINC 718A Files folder and called "01_718A_S5_V2_LATEST UPDATE.docx".
