Hello Sam,
With regard to our last Working Group Mtg (Nov/12th) please find herewith the requested input, reg. clarification on para  7.2.4 Special Approval Statements  "..... Airframers will not require additional approval statements......." which is not acceptable in the current version.
1.   All VSBs where Airbus has to review & validate will hold the Airbus Technical Acceptance or Technical Acceptance Statement in the VSB which is instructed by the Technical approval/Technical acceptance letter for the VSB.
2.   VSBs sent to Airbus for information only (Where airbus validation is not required) will be recorded as such without the need for Airbus Approval/Acceptance letter or Approval/Acceptance statement in the VSB.
3.   For VSBs applicable to several OEMs (Where the affected parts are valid for Airbus and None Airbus parts) and Airbus is requested to review and Approve/Accept, then the Approval Atatement will still be in the VSB with additional NOTE indicating the validity of the statement is only for Airbus Parts. Airbus recommends creating a VSB per OEM.
4.   Airbus does not object to having additional approval (from FAA or supplier delegation approval statements prior or after Airbus VSB review. Airbus only needs to indicate the approval of the VSB by Airbus in front of the customer and logically to the supplier also.
NOTE: Airbus has the delegation to approve a VSB under the authority of DOA ref. EASA.21J.031. This delegation also applies when the VSB needs to be technically accepted without the need for approval (Minor amendment changes for example). then we will use the appropriate statement: "The modification procedures described in this SB are reviewed and technically accepted by Airbus to apply to the Airbus fleet affected.
This SB does not contain any change information that revises the equipment definition covered by Airbus approved modifications"

Basically the work done and validation performed by Airbus needs to be indicated in the VSB. The statement is given not only for the technical content but also from the airworthiness aspect if the parts affected are airbus certified parts. Such responsibility and action needs to be reflected in the VSB.  Except Airbus ought to only record a VSB for information only where Airbus had no involvement in reviewing and approving the content.
The Template of a VSB can either be arranged for each  OEM or in case of mixed OEM VSB, Airbus reserves the right to indicate the validation performed in the VSB for the reason mentioned above in point Nr. 4.

5.1 VSB Revisions

Service bulletins can require revisions over their life for a number of reasons. This  can include correction of some types of minor errors, addition of new part number of  a unit type to the VSB, improvements to the service bulletin, obsolescence, etc.

Care must be taken in revising a VSB so that units modified by earlier revisions of a  VSB are not left orphaned by subsequent revisions. In general, if a part or all of a  released VSB becomes obsolete or non-preferred, it must not be removed from the  VSB in a revision, but rather marked in a way to indicate that the affected portion of  the service bulletin is not to be used after a certain date (the date of the

subsequent revision) and that an alternate method should be used for modifying any  units from that date forward. This provides the documentation required for the  modifications made to any previously fielded units modified by earlier revisions of  the VSB.

Revisions should be indicated by a sequential letter or number, and a table should  be included showing the dates of the release of all revisions. Revisions should  include change bars in the margin indicating the test that was changed or  added. The proper place will be right at the start of the VSB using the RTS - “Revision Transmittal Sheet”


6.2 Reference to CMM

At the time of edition, the VSB must contain the reference of the current version of  the CMM, containing the Illustrated Parts List at time of the VSB redaction. The  industry expectation is that the CMM is to be revised as soon as possible, but  no later than 90 days and EMM is to be revised within 180 days (according to ATA iSpec 2200) after the SB is released

When relevant, reference to other type of Technical Publication can be made, such  as Standard Practices, Optional Part Number Catalogue etc. However, any  referenced publication must be available to the Airline Operator. Internal  documents and Engineering documents which are not available must not be  referenced, rather, the information from these documents will be included as a  part of the VSB (See Section 6.2.4).

NOTE: The 90 days are requested with the Airbus Approval Letter(Furthermore, In compliance with GCP and accordingly SSC, when a Service Bulletin effects a change to manuals, wiring diagrams, parts catalogs, etc., the manufacturer shall issue the necessary revisions to these publications promptly, but in no case later than 90 days from the Service Bulletin date or 90 days from the time of operator notification of acceptance.))

6.2.5 Photographs and Drawings

Use of drawings and Photographs is encouraged, to provide help in the application  of a procedure that is difficult to describe in simple words. Drawing in this sense means Illustration created from an engineering drawing but not itself. It should be limited to the specific area and clear to trace and understand.

7.2.3 Material List

ATA guidance requires a list of all material used to be included in the VSB. This  Material List must include the true vendor part number and vendor or generic  part number as well as any supplier assigned part number. This guidance is  the same as that which applies to CMMPLs in providing True Vendor Part  Numbers for all Material items used. An exception is for assemblies produced  by the supplier creating the VSB in which case the only part number available  is the supplier’s unique part number.

Pricing for individual parts does not need to be included as a part of the  Material List except in the cases described in Section 7.2.2.

7.2.4 Special Approval Statements ***As stated in our message on 9th of April, Airbus still do not accept to disregard Airbus Approval Statements in VSBs, as long as Airbus approved/accepted the VSB***

Approv[image.png]al statements in VSBs will be limited to those referring to, or required  by, applicable regulatory agencies (e.g., FAA, EASA, CAAC, etc.) Suppliers  will not add, and Airframers will not require additional approval statements  specific to their approval, as these defeat the goal of standardization of format  and wording for VSBs for all Suppliers and Airframers.
