Paul,
Attached are working papers for action items P1-M22-01 and P1-M22-02 for discussion during Meeting 23.
These proposed changes to 858P1 Attachment 3 (AICF) and Appendix A (ATNPKT Examples) are driven by ICAO WG-I port number consolidation that was necessary to address IANA feedback.  The port consolidation resulted in changes to the fixed ATNPKT header which in turn drives these changes to Att3 and AppxA; however, the upside is that it simplified some of the Att3 text.
