Good afternoon Sam,

Below is the follow-up email that I proposed the NDB Working Group after I attended the FAA's 14-02 Instrument Procedures Group (IPG) meeting this week.  I will give you the summary from my meeting notes as well as the attachments from the IPG meeting.  Please forward this information on to the ARINC NDB Working Group for review.

My Notes from IPG Agenda Item:

  1.  Item 12-01-301; Publishing a Vertical Descent Angle (VDA) with 34:1 Surface Penetrations in the Visual Segment
     *   10/28/2014 Update: Slide from US IFPP VDAWG Recommendations:
                                                               i.            Define VDA design criteria in in FAAO's 8260.3
1.       In Coordination
                                                             ii.            Change current note and update FAAO 8260.19 (AFS-420)
1.       Complete; in draft
2.       New note "Descent angle NA - Obstacles"
                                                            iii.            Coordinate with manufactures to identify issues (AIR-130)
1.       Complete: Issued SAIB HQ-14-25
                                                           iv.            If needed update AIM/IPH to clearly identify the issue to include graphics (AFS-470, AFS-420)
1.       Working
                                                             v.            If needed issue a SAFO and revise pilot training materials to clearly explain the issue. (AFS-410, AFS-470)
1.       SAFO not required; Working

     *   REMAIN OPEN

Summary:

1.       FAA charting division will not be removing the "Descent Angle NA" notes from FAA approaches where there is an obstacle that breaks the 34:1 surface.  To clarify the reason the descent angle is not authorized they will be changing the notes to say "Descent Angle NA - Obstacles".



2.       FAA's certification division released Special Airworthiness Information Bulletin (SAIB) HQ-14-25 which labels the ARINC 424 calculated advisory VNAV angle as "non-essential" and allows calculated vertical angles.  See below for the Introduction from the HQ-14-25 (underlines and red text added by me):



"This Special Airworthiness Information Bulletin (SAIB) alerts airframe manufacturers, navigation equipment manufacturers, and aircraft operators of any aircraft using Instrument Approach Procedures (IAPs) without a published vertical descent angle. This SAIB is not intended to prevent or inhibit manufacturers from providing advisory vertical guidance on IAPs.


At this time, the airworthiness concern is not an unsafe condition that would warrant airworthiness directive (AD) action under Title 14 of the Code of Federal Regulations (14 CFR) part 39."


3.       From Kevin Bridges PowerPoint presentation, slide 4:



"Manufacturers free to implement Advisory VNAV by any method they choose."
