Sam,

Attached is my updated Working Paper #11 Revision 5.

I sent this to all the data houses on May 28th and have not received any negative feedback so I think it is ready to be accepted.  The group can see the summary of changes by looking at my resolved comments in the Word document.  I also updated the latest XSDs and created an XML example file (also attached) to show how a few of the sample airports would be represented in the XML.
